Internal regulations of the University of Veterinary and Pharmaceutical Sciences Brno



The Scholarship Regulations of The University of Veterinary and Pharmaceutical Sciences Brno were registered by the Ministry of Education, Youth, and Sports pursuant to Section 36 para 2 of the Act No. 111/1998 Coll. on Institutions of Higher Education, and on Modification of and Amendment to Other Acts (The Higher Education Act) on 30 March, 2006, under No. 8 554/2006-30.

Modifications of The Scholarship Regulations of The University of Veterinary and Pharmaceutical Sciences Brno were registered by the Ministry of Education, Youth, and Sports pursuant to Section 36 para 2 and 5 of The Higher Education Act on 11 December 2009, under No. 28 494/2009-30.

Article 1

Introductory Provisions

(1) The Scholarship Regulations of The University of Veterinary and Pharmaceutical Sciences Brno (hereinafter referred to as the “UVPS”) are issued pursuant to Section 17 para 1g of the Act No. 111/1998 Coll. on Institutions of Higher Education and amending certain related laws (The Higher Education Act), as amended by later regulations (hereinafter referred to as “the Act”) as an internal regulation of UVSP Brno.

(2) These scholarship regulations contain types of scholarships, conditions of the assignment of scholarships to students and method of their payment.

(3) The scholarships are decided upon by the rector of the university, the rector may delegate this authority to the dean of the faculty.

(4) During the determination of the amount of scholarships, financial resources and capabilities of the university are taken into account. The sources for scholarships under these regulations are subsidies or contributions from the state budget, a scholarship fund created pursuant to Section 58 paragraph 7 of the Act, and other targeted resources if the contract with the provider or his decision allows it.

Article 2

Types of scholarships

A student or academic worker may be awarded scholarships:



  1. for exceptional study results according to the section 91 para 2 letter a) of the Act (hereinafter referred to as “ability scholarship”),

  2. for outstanding research, development and innovation, or other creative results contributing to the enhancement of knowledge section 91 para 2 letter b) of the Act (hereinafter referred to as “creative results scholarship”),

  3. in the case of difficult social situation of the student according to the section 91 para 2 letter c) of the Act (hereinafter referred to as “social scholarship”),

  4. in special cases according to the section 91 para 2 letter d) of the Act (hereinafter referred to as “special scholarship”),

  5. in full-time doctoral degree programme according to the section 91 para 4 letter c) of the Act (hereinafter referred to as “doctoral scholarship”),,

  6. for the accommodation of students according to the section 91 para 2 letter d) of the Act (hereinafter referred to as “accommodation scholarship”),

  7. for students' scientific forces according to the section 91 para 2 letter d) of the Act (hereinafter referred to as “scholarship for students' scientific forces”),

  8. to support study abroad according to the section 91 para 4 letter a) of the Act (hereinafter referred to as “scholarship for the study abroad”),

  9. to support studies of foreign students at UVPS Brno according to the section 91 para 4 letter b) of the Act (hereinafter referred to as “scholarship for the foreign students”),

  10. for research, development and innovation activity according to the section 91 para 2 letter c) of the Act.

Article 3

Ability scholarship and creative results scholarship

(1) Students may be awarded the ability scholarship for exceptional study results. Students may be awarded creative results scholarship for outstanding research, development and innovation, or other creative results contributing to the enhancement of knowledge

(2) Conditions for the assignment of the ability scholarship and creative results scholarship are set by the rector. The scholarship can be awarded to a student who has submitted the application on its admission within the time set by the rector.

(3) The ability scholarship and creative results scholarship application for the respective academic year is submitted to the study department of the appropriate faculty. The application must contain all required information, and the account number, into which the scholarship can be paid, must be mentioned in it.

(4) The amount of the ability scholarship and creative results scholarship for the respective year is set by the rector.

(5) Ability scholarship and creative results scholarship are paid retroactively once a year for the past academic year. The payment terms and method of payment of the scholarship are set by the rector.



Article 4

Social scholarship

(1) Social scholarship is granted to students who are entitled to claim child allowance pursuant to specific regulation.1)

(2) The student is entitled to the social scholarship for the standard period of study for each complete calendar month, during which he meets conditions for the allocation of the social scholarship, but there is no entitlement to the social scholarship during the months of August and September. The scholarship can be awarded to the student who has submitted the application on its admission within the time set by the rector.

(3) The social scholarship application for the respective academic year is submitted to the study department of the appropriate faculty. The application must contain all required information, and the account number, into which the scholarship can be paid, must be mentioned in it. A written document issued at student's request by respective authority which granted the child allowance has to be attached to the application.

(4) Social scholarship is a multiple of monthly child allowance at an increased rate, which the government regulation sets down.

(5) The payments of social scholarships are made retrospectively in three-month intervals. The payment terms and method of payment of the scholarship are set by the rector.



Article 5

Doctoral scholarship

(1) A student enrolled in the full-time doctoral degree program in its standard length can be granted doctoral scholarship.

(2) Conditions for the acquirement of the doctoral scholarship are set by the rector. The scholarship may be awarded for the month in which the student is eligible for the doctoral scholarship throughout the whole month. The scholarship can be awarded to the student who has submitted the application on its admission within the time set by the rector.

(3) The doctoral scholarship application for the respective academic year is submitted to the study department of the appropriate faculty. The application must contain all required information, and the account number, into which the scholarship can be paid, must be mentioned in it.

(4) The amount of the doctoral scholarship is set by the rector. When determining the amount of doctoral scholarship, reached study results, scientific and publication activities are taken into account in particular.

(5) Doctoral scholarship is paid once monthly in arrears for the previous calendar month. The payment terms and method of payment of the scholarship are set by the rector.



Article 6

Accommodation scholarship

(1) Accommodation scholarship can be granted to a student who:



  1. is a student of bachelor's, follow-up master's , master's or doctoral degree full-time programme

  2. is enrolled in his/her first study program or in a follow-up study program or who has changed study programs and his/her earlier study has been acknowledged; in case of two simultaneously studied programs, the scholarship is granted only once for the program of the earlier enrolment. The assessment shall exclude studies in a programme in which the student was enrolled and finished it in the period from 1st May to 30th October of the same calendar year. In exceptional and justified cases, the rector, at the student's request, waives the condition of the first study programme.

  3. hasn't exceeded the standard length of study in any of the simultaneously studied programs

  4. doesn't have permanent address in the district of Brno-city

  5. submitted the form of application in time determined by the rector's directive.

    (2) Further conditions of the return of the accommodation scholarship are set by the rector. The scholarship may be awarded for the month in which the student is eligible for the accommodation scholarship throughout the whole month. The accommodation scholarship is not paid out for the third quarter of the calendar year to the students of bachelor's, master's or doctoral degree study programme.

    (3) The accommodation scholarship application for the respective academic year is submitted to the study department of the appropriate faculty. The application must contain all required information, and the account number, into which the scholarship can be paid, must be mentioned in it.


(4) The amount of the accommodation scholarship for the respective period is determined by the rector.

(5) The payments of scholarships are made retrospectively in three-month intervals. The payment terms and method of payment of the scholarship are set by the rector.



Article 7

Scholarship for students' scientific forces

(1) Scholarship for students' scientific forces can be granted to students of bachelor's, follow-up master's or master's degree full-time study programmes during the standard length of study.

(2) Students who were accepted to advertised posts for students' scientific forces can be awarded scholarship for students' scientific forces. Posts for students' scientific forces are advertised by the rector, who also sets further conditions for acquirement of this scholarship. The scholarship may be awarded for the month in which the student is eligible for the scholarship for students' scientific forces throughout the whole month. The scholarship can be awarded to the student who has submitted the application on its admission within the time set by the rector.

(3) The scholarship for students' scientific forces application for the respective academic year is submitted to the study department of the appropriate faculty. The application must contain all required information, and the account number, into which the scholarship can be paid, must be mentioned in it.

(4) The amount of the scholarship for students' scientific forces is set by the rector.

(5) The payments of the scholarship for students' scientific forces are made retrospectively in three-month intervals. The payment terms and method of payment of the scholarship are set by the rector.



Article 8

Special scholarship, scholarship for the study abroad, scholarship for the foreign students

(1) Special scholarship may be granted in special cases. Scholarships for the study abroad may be granted in support of Czech citizens studying abroad. Scholarships for foreigners may be granted in support of foreign students study at UVPS Brno.

(2) The conditions of the acquirement of the special scholarship, scholarship for the study abroad and scholarship for the foreign students are set by the rector.

(3) The special scholarship, scholarship for the study abroad and scholarship for the foreign students application is submitted to the dean’s office of the appropriate faculty. The application must contain all required information, and the account number, into which the scholarship can be paid, must be mentioned in it.

(4) The amount of the special scholarship, scholarship for the study abroad and scholarship for the foreign students is set by the rector.

(5) The payment terms and method of payment of the special scholarship, scholarship for the study abroad and scholarship for the foreign students are set by the rector.



Article 8a

Scholarship for research, development and innovation activity

(1) Scholarship for research, development and innovation activities may be granted to students of doctoral or master’s degree programmes who engage in research that is directly related to their education and who are principal investigators or other members of the research team of a project adopted by the Internal Grant Agency of UVPS Brno and funded from grants for specific university research.

(2) The scholarship for research, development and innovation activity application for the respective academic year is submitted to the study department of the appropriate faculty. The application must contain all required information, and the account number, into which the scholarship can be paid, must be mentioned in it.

(3) The amount of the scholarship for research, development and innovation activity is set by the rector.

(4) The payments of the scholarship for research, development and innovation activity are made retrospectively in three-month intervals. The payment terms and method of payment of the scholarship are set by the rector.

Article 9

General provisions

(1) The decision on granting the scholarship shall be delivered into the hands of the student. If the decision cannot be delivered in this way, the date of delivery should be deemed the 15th day of publication of the decision on the notice board of the faculty.

(2) The decision on granting the scholarship is recorded in student’s documentation maintained by the faculty, to which the student is enrolled.

(3) Students are obliged to report in written form to the study department of the faculty any change of the relevant facts for the scholarship return within 30 days after the change occurred.



Article 10

Final provisions

(1) Scholarship Regulations of the UVPS registered by the Ministry of Education, Youth and Sports on 12 July 2005 under the No. 22 370/2005-30, as amended by later regulations, are declared null and void.

2) These Scholarship Regulations were, pursuant to Section 9 para 1b of the Act, approved by The Academic Senate of the UVPS on 24 March 2006.

3) These regulations, pursuant to Section 36 para 4, come into effect on the day of their registration by the Ministry of Education, Youth and Sports.

4) These regulations come into force on the day of their registration by the Ministry of Education, Youth and Sports.

Pursuant to Section 9 para 1b of the Act No. 111/1998 Coll. on Institutions of Higher Education and amending certain related laws (The Higher Education Act), as amended by later regulations, the modifications of the Scholarship Regulations of the UVPS were approved by The Academic Senate of The University of Veterinary and Pharmaceutical Sciences Brno on 26 November 2009.

Modifications of Scholarship Regulations pursuant to Section 36 para 4 come into effect on the day of their registration by the Ministry of Education, Youth and Sports.
