Introduction

Mission objectives

In the framework of the harmonization of the regional spatial database for the FAO TAMP project, the two main objctives of the mission were:




  • To collect spatial database layers, statistical data, reports, maps that might exist in Burundi and that will be integrated in the regional spatial database of the TAMP project with the other 3 countries of the Kagera River Basin (Uganda, Tanzania, Rwanda);




  • To raise awareness about the TAMP project, and to contact potential partners for the implementation phase of the project related to GIS and Remote Sensing activities and to assess the capacities of national institutions in GIS and Remote Sensing.

Results of the mission




Spatial databases for Burundi

The spatial databases collected have been obtained mainly from MINATE and FAO Burundi. These databases have been established mainly by UNICEF and FAO under UNDP funding from 2000 to 2002.


The data are composed by basic layers digitized from topographic maps but also by data collected on the field especially for infrastructure locations.
As for the required basic layers to be integrated in the regional database for the TAMP, the main layers have been collected and are now available for harmonization, except from Meteorological and Climatological layera that are still to be requested officially.

Below is a summary of the main layers collected or not collected:

Although no metadata are assigned to the data acquired. But we could from old maps get some addition information that should have been collected in the metadata like the local geographic coordinates used in Burundi.

Conclusion and recommendations

Missing layers

Among the non-collected layers are two main thematic, meteorological datasets and land use/land cover and agroecosystems datasets. Those 2 are available at IGEBU (with a copy of land cover data at FAO for the AFRICOVER). An official letter has been sent to them to get access to these data.

GIS and RS capacities

From the visits we had in the various burundan institutions considered to be the ones involved in the use ot GIS and RS technologies and applications, it appears that capacities are still very limited in terms of staff, capacity building, projects and technology.


This is in part due to the fact that national institutions, for example such as IGEBU, have suffered from the period of crisis and war that started in 1999.
Therefore, most of the activities related to spatial information have been undertaken by UN bodies such as UNICEF or OCHA or by FAO and UNDP, from 2000 and 2002 particularly. However they constitute a baseline database that contains basic spatial information and that will be very usefull at the regional level.
From our point of view after this short mission (this being a temporary assessment) 2 main institutions have currently some capacities in GIS and RS related fields:


  • MINATE: they do have a small GIS unit with 1 GIS technician (they used to be 4 supported by FAO and UNDP) and are hosting the UNICEF database;




  • IGEBU: as the institution mandated for national cartography, they are mainly involved in topography and cartography on one hand and on hydrology and meteorology on the other hand. They only have 1 GIS technician and we could unfortunately not at that time meet him because he was away neither have access to their digital database.



Conclusions

The follow up to this mission concerns the following items:







  • There are still 2 institutions that could have interesting layers and that we could not visit because of shortage of time, ISTEEBU and OCHA at Bujumbura, they have to be contacted by phone or email;




  • The harmonization process of the regional database can now start, tasks have been already assigned to CGIS-NUR staff to begin the process.




  • Regular contacts have to be established between Rwandan institutions involved in the TAMP and Burundan institutions to be involved in the implementation, because the lack of information exchange in general and on the activities and news of the TAMP project in particular. CGIS-NUR have already invited them to participate in events such as trainings or workshops organized in Rwanda. The first one will be the participation of IGEBU in a joint training in hydrological modeling that the CGIS-NUR and NBI/NELSAP are organizing end of June 2006.
